Medgovernance - New governance of Euromed area

Medgovernance is a European territorial cooperation project. Its objective is to carry out common regional policies at Mediterranean level in the following key sectors of development:

  • Competition
  • Innovation
  • Environment
  • Transport
  • Energy
  • Migration
  • Mobility and Culture

Medgovernance comprises six regions of France, Italy and Spain, and high level research institutes charged by regional authorities to provide a scientific and technical foundation to common orientations. The purpose of the project is to be an instrument for policy makers in order to support the institutional building of a macro-region in the Western Mediterranean area (Medocc) with common policies in key sectors as starting point.

Mediterranean Governance Report

Medgovernance project started in 2009 with a diagnosis phase aiming at analyzing the governance framework for the preparation and the implementation of major policies impacting the Mediterranean region in five policy fields: transportation, competitiveness and innovation, environment, culture and migration. The methodology implemented in that perspective is the one of a “collaborative enquiry” involving in each policy field (transport, environment...) under the responsibility of the RIM members the identification of relevant case studies. This case study approach allowed a contextualized and in vivo analysis of Mediterranean governance issues as was as it allowed to involve engaged stakeholders through the implementation of in-depth interviews.

The “collaborative enquiry” has led to the elaboration of 5 thematic reports, one for each of the Medgov policy field.

The Institut de la Méditerranée has made a transversal analysis of the contributions prepared by the project partners which are presented in the Mediterranean Governance Report. For each of these domains, the issue of “multilevel governance” and, more particularly, of the actual contribution of regions to these policies was investigated.
