Report for the improvement of the processes of governance on the themes object of the capitalisation activity

In the framework of MEDGOVERNANCE Project (OP MED 2007-2013) the Tuscany Region as Lead partner of the project proposes, even as a mean for the realization of its Regional Strategic Plan (a Medgovernance’s deliverable) a capitalization process focused to integrate the current initiatives in the framework of territorial cooperation and the regional programming of the Tuscany, Latium, Piedmont, Andalusia, Cataluña and PACA in order to share common strategies at Mediterranean level.

This process is conceived as a contribution from the Lead Partner about the experiences developed by the Tuscany in several EU funded Operational Programs (Med OP, Italy France Maritime OP, Interreg IVC OP) with a cluster based approach driven by the multilevel methodology promoted by Medgovernance project. The capitalization is supported by a series of institutional tool as Medgov.net, where a specific database was created collecting projects and initiatives implemented by the Tuscany Region in the 2007-2013 period.
In the case of the Operational Programmes of interregional cooperation (INTERREG IVC), transnational cooperation (PO MED 2007-2013) and cross-border cooperation (PO ITALY-FRANCE “MARITIME” 2007-2013), the activity of identification, transfer and dissemination of good practices plays an important role to improve the efficiency of the management processes put in place by the Administrations and to appropriately valorise the territories and the resources of the partners.
In particular, 22 projects currently financed in the framework of PO MED 2007-2013 and 11 projects currently funded by INTERREG IVC that involve, as lead partner or as partner, Tuscany, and 45 projects (of which 7 strategic ones) currently financed in the framework of PO ITALY-FRANCE “MARITIME” 2007-2013, are involved through each project responsible in order to know the contribution that these projects are making to the attainment of the overarching goal of the programmes, to the growth of the cooperation area and to the achievement of the Lisbon and Gothenburg objectives. In this context, the capitalisation process is primarily aimed at creating a synergy between projects, so that good practices and common problems are highlighted, in order to establish a “learning community” of the projects, and to emphasise the tangible results of these projects, in an integrated perspective, compared to the great strategies of the OPs. The capitalisation process can be described as a dynamic and progressive path, which accompanies the Programmes up to their end. In the specific case of the three aforementioned OPs, the process is scheduled for a period of over three years (until 2015) and envisages the involvement of all the projects financed. In order to effectively structure the path of capitalisation, three phases have been scheduled.
The clusters that emerged from this analysis phase were:
